A. Electrode sticking (freezing) is almost always caused by current set too low. Increase your amperage in small steps. If the electrode is new and still sticks, check the earth clamp connection — a high-resistance earth forces the arc energy into the contact point. Also confirm the base metal is clean at the weld area.
A. No — the Draper 70436 6013 electrode is formulated for mild steel and low-alloy steel. Stainless steel requires a 308L or 316L electrode.
