A battery that sits unused discharges on its own, and a maintainer replaces exactly what is lost rather than charging in the usual sense. That is a different job from a charger, and it is why a small solar panel does something a large charger cannot. Leaving a conventional charger connected for weeks is what a maintainer exists to avoid.
Panel output sizes the maintainer against how much the battery loses.
