The material decides the chisel and the two families are not interchangeable. A wood chisel is ground at a fine angle to pare timber and will chip on the first strike against metal or masonry. A cold chisel is ground blunt to shear metal and would tear timber apart. Using either for the other job ruins the edge on the first strike rather than over time.
Within masonry work the job narrows further. A plugging chisel at 248 x 16mm is narrow and long to rake mortar out of a joint without touching the brick either side. A chisel scraper is wide and shallow to lift material off a surface rather than cut into it. Angle rather than hardness is what separates the two grinds, and it cannot be corrected by sharpening.
Scraper width follows the surface, at 38mm for detail and around obstructions and 76mm for an open area. An angled scraper presents the blade at a different attack, which is what gets under material that a flat blade rides over. Both widths are held with a flat blade so the width is chosen without changing the attack.
