Brake fluid absorbs moisture from the air over time, and moisture lowers the temperature at which the fluid boils. That is what makes a tester worth owning: the fluid can look perfectly clear and still be past the point where hard braking will boil it and lose the pedal. It is a check that takes a minute and cannot be made by looking at the fluid in the reservoir.
Two tests answer that question differently. A moisture tester reads water content directly and gives an immediate percentage. A boiling point tester heats a small sample until it boils and reads the actual temperature, which is the figure that matters. The boiling point test takes longer and is the more definitive of the two.
DOT compatibility has to match the fluid in the car. The Sealey VS027 is stated as compatible with DOT 3, 4 and 5.1, and a tester used on a fluid it is not rated for gives a reading that cannot be relied on. Display and record-keeping matter where the result has to be shown to a customer. A pocket tester gives a quick indication at the reservoir.
