A glow plug that comes out cleanly needs only a socket. The tools on this leaf exist for the ones that do not, and that is a far more common outcome on an engine where the plugs have been in for years and the threads have seized. Removal of a damaged plug is a different operation from unscrewing one. A removal set at 8mm and 10mm extracts the remains of a plug that has broken off, working in a hole that still has to be usable afterwards. A plug that shears leaves the tip in the bore as well as the thread damaged, which is two problems rather than one.
Thread repair follows when the removal takes the thread with it. A 33 piece set cuts and lines a new thread in the head, which is what saves a cylinder head that would otherwise have to come off and go to a machine shop. Removal and repair are often needed together, since the thread rarely survives a plug that has broken.
