A flare nut spanner is a ring spanner with a slot cut through it so it passes over the pipe and then grips five of the six flats. That is far more than an open spanner reaches, which is why a union that would round under an open spanner comes undone with one of these. Brake and fuel unions are also soft and are usually tight, which is exactly the combination that rounds them.
The slot width has to clear the pipe without weakening the ring. That is a fixed relationship rather than an adjustment, so the spanner is sized to the nut and the pipe together rather than to the nut alone. A spanner whose slot is too narrow for the pipe cannot be fitted over it at all.
Sizes are quoted in pairs because both ends carry a different size, at 10 x 11mm, 11 x 13mm, 19 x 22mm, 22 x 24mm, 24 x 27mm and 30 x 32mm in metric. Flare nuts appear in fixed combinations on vehicles, which is why the pairs are set rather than arbitrary. Slot width is fixed at manufacture and is stated alongside the size pair.
Imperial spanners are held alongside because older and some commercial systems use them. A metric spanner on an imperial nut engages on part of each flat rather than the whole face, which rounds the nut.
