Bicycle fasteners run their own standards, so a general spanner set does not cover them. Pedal threads, headset cups, crank bolts and spoke nipples each take a tool made for that component and nothing else, which is why the job names the tool on this leaf rather than a size doing it.
Chain work needs two tools together rather than one. A chain whip holds the cassette against the direction it wants to turn while the lockring is undone, and a rivet extractor pushes a pin out to break the chain and drives it back afterwards. Neither does the job alone, and the whip here is sized for 8-speed. A chain that is broken and rejoined badly is a failure waiting to happen, which is why the extractor drives the pin back rather than replacing it.
Cranks, pedals and headsets each have their own fitment. A crank puller threads into the crank and pushes it off the axle rather than levering it. The pedal wrench is 15mm because that is the flat on a pedal axle, and the dual-ended headset wrench covers 30, 32, 36 and 40mm across common cup sizes.
Wheel and cable work closes the set out with a universal spoke key for truing and a cable tensioner for setting brakes and gears.
