The CAT rating is the specification that matters most and it is the one most often ignored. It describes the transient voltage the meter is built to survive, and using a meter below the CAT category of the circuit is the failure mode that injures rather than inconveniences. It is also printed on the meter rather than buried in the specification, which makes it quick to check.

Ranging type changes how the meter is used rather than what it measures. A manual-ranging meter is set to the expected range before probing, which is faster once the range is known. An auto-ranging meter finds it, which suits work where the value is unknown. A meter can be perfectly accurate and still be the wrong instrument for the circuit it is used on.

Function count describes what else the meter does beyond volts, amps and ohms. Continuity, capacitance, frequency, temperature and diode testing all appear, and a 16 function meter covers more than a basic one without being harder to use for the basics. A meter with more functions also costs nothing extra to use for the basic three measurements.
